3233377 Invitation to Bid for Procurement and Delivery of 2015 Census of Population (POPCEN 2015) Meals for Angeles City and San Jose Del Monte City

PHILIPPINE STATISTICS AUTHORITY (PSA)– Regional Statistical Services Office (RSSO) III

1. The PHILIPPINE STATISTICS AUTHORITY (PSA)– Regional Statistical Services Office (RSSO) III, through the General Appropriations Act of FY 2015 (RA 9970), intends to apply the sum of ONE MILLION THREE HUNDRED TWENTY EIGHT THOUSAND FIVE HUNDRED PESOS (Php 1,328,500.00) being the Approved Budget for the Contract (ABC) to payments for the hereunder project. The Bidding Price (BDP) is Php1,000,000.00 per lot and the ABC is Php602,750.00 for Lot A (Angeles City) and Php725,750.00 for Lot B (San Jose Del Monte City)

2. Bidders should have completed, within the last three years prior to the deadline for the submission and receipt of bids, a contract similar to the Project equivalent to at least twenty-five percent (25%) of the ABC per lot. The description of an Eligible Bidder is contained in Section II of the Bidding Documents,

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (RIRR) of RA 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizen/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino Citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

4. Bidders shall have the option of submitting a proposal on any lot or all lots. If the Bidder opts to bid for the two lots, only one Eligibility Requirements shall be submitted. Evaluation and award of contract will be undertaken on per lot basis. Bids received in excess of the ABC per lot shall be automatically rejected at bid opening.

5. Interested Bidders may obtain further information from the RBAC Secretariat at tel. no. (045) 455-2552 / 455-2515, inspect the Bidding Documents at PSA Building, Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga, starting June 11, 2015 until July 06, 2015 (Monday to Friday except holidays) from 9:00 AM to 4:00 PM.

A complete set of Bidding Documents may be purchased by interested Bidders starting on June 11, 2015 from the address below and upon payment of a non-refundable fee for the Bidding Documents as described in Section 1 of this ITB.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

6. The PSA RSSO III reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
