INVITATION TO BID
FOR THE
CONSTRUCTION OF PERIMETER FENCE

1. The Philippine Statistics Authority (PSA RSSO2) Tuguegarao City intends to apply the sum of One Million Two Hundred Forty-Eight One Hundred Nine & 75/100 (P1,248,109.75) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Perimeter Fence of the PSA Regional Center, Carig, Tuguegarao City. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The PSA-RSSO2 now invites bids for the Construction of Perimeter Fence of PSA Regional Center, Carig, Tuguegarao City. Completion of the Works is required within Sixty calendar days (60CD). Bidders should have completed at least one contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. Interested bidders may obtain further information from PSA-RSSO2 and inspect the Bidding Documents at the address given below from 9:00 AM to 4:00 PM.
5. A complete set of Bidding Documents may be purchased by interested Bidders on November 10, 2016 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of One Thousand Five Hundred Pesos (P1,500.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later that the submission of their bids.
6. The PSA-RSSO2 will hold a Pre-Bid Conference on November 21, 2016, 9:30 AM at the Conference Hall, PSA RSSO2, which shall be open to all interested parties.
7. Bids must be delivered to the address below on or before December 7, 2016, 10:00 AM at PSA RSSO2, Carig, Tuguegarao City. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bids will be opened on December 7, 2016 at 1:30 PM in the presence of the bidders’ representatives who will attend at the address below. Late bids shall not be accepted.
8. The PSA RSSO2 reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
