Invitation to Bid for
PROCUREMENT AND DELIVERY OF 2015 CENSUS OF POPULATION (POPCEN 2015) SUPPLIES

1. The PHILIPPINE STATISTICS AUTHORITY (PSA)– Regional Statistical Services Office (RSSO) III, through the General Appropriations Act of FY 2015 intends to apply the sum of TWO MILLION SEVEN HUNDRED THIRTY-FIVE THOUSAND NINE HUNDRED NINETY-FOUR PESOS (Php 2,735,994.00) being the Approved Budget for the Contract (ABC) to payments for the hereunder project and the Bidding Documents Price (BDP) is Php5,000.00.

2. Bidders should have completed, within the last three years prior to the deadline for the submission and receipt of bids, a contract similar to the Project equivalent to at least twenty-five percent (25%) of the ABC. The description of an Eligible Bidder is contained in Section II of the Bidding Documents, Instruction to Bidders (ITB).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (RIRR) of RA 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizen/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino Citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
4. Bidders shall submit a proposal on the lot. Bids received in excess of the ABC shall be automatically rejected at bid opening.

5. Interested Bidders may obtain further information from the RBAC Secretariat, Ms Arlene Torrico at tel. no. (045) 455-2552 / Ms Norma Anim Addo at tel.no.(045) 455-2443 or email at psaregion3.rbac@gmail.com, inspect the Bidding Documents at PSA Building, Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga, starting June 29, 2015 until July 20, 2015 (Monday to Friday except holidays) from 9:00 AM to 4:00 PM.

A complete set of Bidding Documents may be acquired by interested Bidders starting on June 29, 2015 from the aforementioned address and upon payment of a non-refundable fee for the Bidding Documents pursuant to the latest Guidelines issued by the GPPB as described in Section 1 of this ITB.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (www.psa.gov.ph) provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
6. The PSA RSSO III reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
