PROCUREMENT OF EQUIPMENTS, SUPPLIES AND MATERIALS FOR 2015 CENSUS OF POPULATION FIELD OPERATION IN REGION VII

1. The Philippine Statistics Authority, through the 2015 Census of Population Funds under FY 2015 Sub-Allotment to Region 7/General Fund (RA 10651) intends to apply the sum of Six Million One Hundred Twenty Seven Thousand Twenty Eight Pesos (P6,127,028.00) being the Approved Budget for the Contract (ABC) of the eight (8) Lots to payments under the contract for Procurement of Equipments, Supplies and Materials for of 2015 Census of Population Field Operation in Region 7/Number of Contracts: Seven Contracts:

Bidders shall have the option of submitting a proposal on any lot or all lots. If the Bidder opts to bid for more than one lot, only one set of eligibility requirements shall be submitted. Evaluation and award of contract will be undertaken per item basis; however, for bidder that bids to more than one lot and determined to have the Lowest Calculated Responsive Bid per lot shall be awarded with only one contract. Bids received in excess of the ABC shall be automatically rejected in the bid opening.

2. The Philippine Statistics Authority – Regional Statistical Service Office VII now invites bidders for the Procurement of Equipments, Supplies and Materials for 2015 Census of Population Field Operation in Region VII as follows:

Delivery of the GOODS required for LOT A and LOT G shall be seven (7) days after receipt of Purchase Order while for LOT B and LOT F shall be on or before July 16, 2015 and for LOT C, LOT D and LOT E shall be on or before July 22, 2015. Bidders should have completed, within the past three (3) years from the date ofsubmission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 and subject to Commonwealth Act 138. Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in the Bidding Documents. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

4. Interested bidders may obtain further information from PSA-RSSO VII and inspect the Bidding Documents at the address given below during office hours from May 22 to 27, 2015.

A complete set of Bidding Documents may be purchased by interested Bidders on May 22 to 27, 2015 from the address below and upon payment of a nonrefundable fee, in the amount of PhP 200.00 for LOT A, PhP 200.00 for Lot B, Php 300.00 for LOT C, PhP 1,500.00 for LOT D, Php 400.00 for LOT E, Php 300.00 for LOT F, PhP 1,000.00 for LOT G and Php 100.00 for LOT H.. The method of payment will be in cash or manager’ check (payable to Philippine Statistics Authority). The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative. Only those who purchased the Bidding Documents for every lot that he choose to bid shall be allowed to attend the pre-bid conference and submit its Bid Proposal.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

5. The PSA-RSSO VII will hold a Pre-Bid Conference on May 27, 2015 at 1:30 p.m at PSA RSSO VII, Gaisano Capital South Bldg., Colon St., Cebu City, which shall be open only to all interested parties who have purchased the Bidding Documents.

6. Bids must be delivered to the address below on or before June 8, 2015 not later than 12:00 noon. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

7. Bid Opening shall be on June 8, 2015 at 1:30 p.m. at PSA RSSO VII, Gaisano Capital South Bldg. Late Bids shall not be accepted.

8. The PSA RSSO VII reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
