10388748 Procurement of 2024 Janitorial Services for Philippine Statistics Authority-RSSO VI for the Provinces of Aklan, Antique, Capiz, Iloilo, Negros Occidental, Guimaras and RSSO VI

1. The Philippine Statistics Authority RSSO VI, through the 2024 National Expenditure Program (NEP) intends to apply the sum of ONE MILLION FIVE HUNDRED EIGHTY FOUR THOUSAND FIVE HUNDRED TWENTY EIGHT PESOS AND NINETY SIX CENTAVOS ONLY (PhP1,584,528.96) being the Approved Budget for the Contract (ABC) to payments under the contract stated below for the Procurement of 2024 Janitorial Services for Philippine Statistics Authority-RSSO VI for the Provinces of Aklan, Antique, Capiz, Iloilo, Negros Occidental, Guimaras and Regional Statistical Services Office VI – (EPA). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The PSA RSSO VI now invites bids for the Procurement of 2024 Janitorial Services for Philippine Statistics Authority-RSSO VI, for the Provinces of Aklan, Antique, Capiz, Iloilo, Negros Occidental, Guimaras and Regional Statistical Services Office VI (EPA). Delivery of the Services is required on 01 January 2024 – 31 December 2024. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Prospective Bidders may obtain further information from PSA RSSO VI through the RBAC Secretariat and inspect the Bidding Documents at the address given below during working days, 8:00 a.m. to 5:00 p.m.

5. A complete set of Bidding Documents may be acquired by interested Bidders from
04 December 2023 to 27 December 2023 (until 12:00nn only) from the address stated in IB Clause 7 and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.

The PSA RSSO VI will hold a Pre-Bid Conference on 11 December 2023, 1:30 P.M. at Learning and Development Center, Philippine Statistics Authority-Regional Statistical Services Office VI, 2/F, J. Villanueva Building, Iznart St., Iloilo City, and through video conferencing via Google Meet with link below which shall be opened to prospective bidders.

7. Bids must be duly received by the PSA RSSO VI RBAC Secretariat at the address below on or before 27 December 2023, 12:00nn.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on 27 December 2023, 1:30 P.M. at Learning and Development Center, Philippine Statistics Authority-Regional Statistical Services Office No. VI, 2/F J. Villanueva Building, Iznart St., Iloilo City, and through video conferencing via Google Meet with link below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Late bids shall not be accepted.

10. The PSA RSSO VI reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 35.6 and 41 of the 2016 revised IRR of RA 9184, without thereby incurring any liability to the affected bidder or bidders.

11. Procurement undertaken under Early Procurement Activity (EPA will be based on the issuance of the GPPB CIRCULAR 06-2019, Guidelines on the Implementation of Early Procurement Activities (EPA).
