The Philippine Statistics Authority – Regional Statistical Services Office VI (PSA RSSO VI), through the 2023 General Appropriation (General Fund) intends to apply the sum of Ten Million Four Hundred Fifty-Four Thousand Eight Hundred Twenty-Four Pesos Only (₱10,454,824.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Supply and Delivery of ICT Equipment for 2022 CAF Data Processing of PSA RSSO VI.

1. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The PSA RSSO VI now invites bids for the Procurement of Supply and Delivery of ICT Equipment for 2022 CAF Data Processing of PSA RSSO VI.

3. Delivery of the Goods is required within 30 days after receipt of Notice to Proceed. Bidders should have completed, within the last three years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

5. Prospective Bidders may obtain further information from PSA RSSO VI and inspect the Bidding Documents at the address given below during office hours from 8:00 AM to 5:00 PM.

6. A complete set of Bidding Documents may be acquired by interested Bidders on November 13, 2023 to December 5, 2023, from the given address and website(s) below and upon payment of a non-refundable fee.

7. The PSA – RSSO VI will hold a Pre-Bid Conference on November 20, 2023,1:30 PM at PSA – Learning and Development Center, 2nd Floor, J. Villanueva Building, Iznart St., Iloilo City and/or through video conferencing or webcasting via Google Meet with the following meeting details:

The Pre-Bid Conference shall be open to prospective bidders.

8. Bids must be duly received by the RBAC Secretariat through manual submission (printed copies) at Philippine Statistics Authority - Regional Statistical Services Office VI (RSSO VI), Ground Floor, J. Villanueva Building, Iznart St., Iloilo City on or before December 5, 2023, 1:30 PM (Philippine Standard Time). Late bids shall not be accepted.

9. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14, as follows;

➢ 2% of ABC by Lot, if bid security is in cash, cashier’s/manager’s
check, issued by a universal or commercial bank;
➢ Bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank: Provided, however, that it shall be confirmed or authenticated by a Universal or Commercial Bank, if issued by a foreign bank.
➢ 5% of ABC by Lot, if bid security is in Surety Bond; or
➢ Bid Securing Declaration (notarized) Pursuant to GPPB Resolution No. 3-

10. Bid opening shall be on December 5, 2023, 2:00 PM at the PSA RSSO VI Learning and Development Center, 2nd Floor, J. Villanueva Building, Iznart St., Iloilo City and/or through video conferencing or webcasting via Google Meet with the following meeting details:
